There's a line you can choose to cross: using mods for fun, or using mods for your benefit.
EXAMPLE: Exploding Bullets in MW2 and Teleporting; Infections, basically.
I would use this (turn it on) in only in a Private Match: thus using it for fun.
Some people would use it, then go into Public Matches and use it there for their gain. <--- And I report those people.
At every point and place in your life, there is a line that can always be crossed for any side: whether unknowingly or willfully.
