I have done an experiment to find out whether or not a Master Ball can actually fail.

The monster that I have tested this on was hacked: it had a catch rate of 1, a full bar of 620 HP (I found this out by state saving in the battle and catching it once to find the exact amount of HP. After that, I loaded the state so that it was not caught but I knew its HP) and no status errors.

Using this calculator (And another similar one that was a spreadsheet), I have found the catch rate with a Master Ball (Catch rate of 255) to be 33% with those conditions.

This means it should fail more often than not...right? Well, no, not really. I have thrown it hundreds of times at the same monster (using save states, of course), and it caught it every time. Either I'm REALLY lucky/unlucky, or the Master Ball is simply scripted to always work.

Bottom line: There is no false advertising here: a Master Ball can NEVER fail, at least not in 3rd Generation games. The ONLY way it could fail is on a Pokemon with a catch rate of 0. All those rumors that a Master Ball can fail are false, and all the claims that people have ever made of a MB failing in 3rd Generation or later are false. I know beyond a shadow of a doubt that master Balls are SCRIPTED to work, and there is NO WAY that they can fail with a Pokemon having a catch rate above 0!

And since no Pokémon has a catch rate of 0, the only way it could fail is if someone hacked the game and changed a Pokémon's data.

But that wouldn't be exactly official.

No, it's probably like what Amber said, the MB is scripted to always go to 100%.
Data collected =/= Actual data

MB according to the calculator:
  • 255 catch rate

MB as in the games' data:
  • 255 catch rate
  • Will catch any Pokémon

Supposedly, the Master Ball never fails because all official Pokemon have a minimum catch rate of 3, which guarantees a 100% chance of success for a ball with a base catch rate of 255. If the Pokemon's CR is below 3, that can drop below 100%. With a CR of 1, it falls down to only 33%, but still never fails. Odd.

By the way, the CR of 0 does apply to official games. Cubone's mother (The Marowak ghost) has a CR of 0%, so technically speaking, a Master Ball WOULD fail when trying to catch her.

The ghost has an actual catch rate? I thought it was just a special thing each time the ball flew past.

She was scripted with a catch rate of 0, which is why she's impossible to catch.
